The granting and management of subawards is one of the main vehicles of international development.
The performance of subawards can determine the success or failure of a program and is one method of bringing development to the grassroots level.
A subaward is a legal instrument between two organizations (the "pass-through entity or prime recipient" and "subrecipient / subawardee") that delegates a portion of the work undertaken in a project. A subaward is a mechanism that can be used for assistance (subgrant or subagreement) or acquisition (subcontract).
