We understand that many of you have asked about being reimbursed for Locally Procured COVID Vaccines for their staff overseas under their USAID awards. We want to share guidance for you.
As COVID vaccines increase in availability overseas, a majority of these doses are provided free as many have been donated to countries. There may be some rare circumstances in which vaccines have been locally procured in conjunction with clinics and health facilities and are available with minimal costs given possible transportation and/or administration type costs built into distributing them. In these limited circumstances, Implementing Partners (IPs) who can access COVID vaccines on the local market that have emergency use authorization from the US FDA or WHO can seek reimbursement of their costs for their staff (US, TCN or Local) to the extent the costs are not covered by an insurance policy the firm or individual may hold and no other prohibition. Please note that there are current limitations that prohibit costs for certain items developed by the People's Republic of China. The IP must ensure the costs are consistent with their personnel policies, and the source/nationality terms and cost principles under their awards. The reimbursement of vaccinations other than those noted above will only be considered under exceptional circumstances by a Mission or OU, based on unique country conditions
