    ACTION ALERT: MORE INFORMATION NEEDED

    All: 
    Some of our members and associates have noticed an uptick in requests from their USAID AO/AOR for a Memorandum of Negotiation ("Neg Memo") or the equivalent prior to approving sub-awards under a Cooperative Agreement. This has not been requested/required previously and is contrary to the overarching regulatory framework which requires implementers to follow their own internal policies and procedures when working on assistance awards for the US Government.

    If you have experienced such a request from your USAID point of contact, kindly email me the approximate timeframe of the request and from what specific Mission or Bureau, so I can share this information with USAID. All information will remain anonymized as to the implementing organization.

    USAID agrees there appears to be confusion, but need to understand how widespread this practice has become to address it properly.
