    "We were made aware of concerns detailing the difficulties associated with working with local partners. Some have indicated that awarding officials are reluctant to work with local partners, which creates significant inaccessibility of USAID funding for small to mid-size NGOs or Community Based Organizations (CBOs). We have created a Working Group to identify the issues and propose strategic actions that may be taken. We are seeking clarification on the below questions: 

    1.  Are you an NGO or have you worked with an NGO? 

    2.  If so, are you familiar with the issues presented? 

    3.  Provide examples of the issues if possible.

    4.  Provide scenarios and/or examples indicating how A&A staff can provide better support.
