    "Dear Implementing Partners,
    The USG continues to engage in a policy review of development assistance to Afghanistan. This policy review is designed to respond to changing conditions in Afghanistan, and will determine scope and extent of USG development assistance provided to the country. As the policy review makes determinations that affect specific USAID activities, USAID Contracts Officers, CORs, and AORs will contact implementing partners to discuss next steps. In most cases, programs will require some modification of activities.

    On Friday, OFAC issued two General Licenses related to Afghanistan. Please see: Treasury Issues General Licenses and Guidance to Facilitate Humanitarian Assistance in Afghanistan. In many cases, these licenses will help facilitate the implementation of activities that the policy review determines should go forward. However, the licenses themselves do not indicate an intent of the USG to resume, continue, or terminate any activity.
