    On October 5, the Office of Management and Budget (OMB) published a comprehensive proposal to revise key parts of Title 2 of the Code of Federal Regulations (CFR) which governs the administration of U.S. Government grants and cooperative agreements. The announcement kicked off a 60-day public comment period concluding December 4. Humentum has a long track record of providing constructive comments to OMB and to federal awarding agencies such as USAID, the Department of State, and the Centers for Disease Control and Prevention on proposals affecting federal awards performed overseas. And it can point to numerous existing USG policies that are in place because it expresses the points of view of non-governmental organizations in a timely and effective way. OMB's current proposal presents another important new opportunity to be impactful. The purposes of this "Comment Clinic" are:

    • To highlight key proposed changes to 2 CFR and identify those that should be supported or that are ripe for further revision;
    • To identify policy gaps from the existing policies that have been overlooked and need attention;
    • To set the stage for timely development and submission of a Humentum comment letter by soliciting member input; and
    • To encourage individual Humentum members to consider submitting a tailored comment letter on behalf of their organization.

     

    Cynthia Smith, Humentum's Director of Global Initiatives, will host the session. She will be assisted by Humentum Industry Partner Bob Lloyd who has provided technical support for many of Humentum's previous federal policy comment letters.
