Last week, USAID released its
Policy for Localization of Humanitarian Assistance. Humentum has submitted comments,
which you can read here. Here's what you need to know:
- The policy outlines USAID's plans for localizing humanitarian assistance through changes to funding and partnership development, organizational culture and internal resources, capacity sharing, local humanitarian leadership, and policy leadership. USAID sets ambitious targets to shift the power in the next five years, but details surrounding implementation remain murky.
- This is a distinct policy from USAID's Local Capacity Strengthening (LCS) Policy, which has a stronger focus on locally-led development. Although the Policy for Localization is supposed to be aligned with the LCS policy, there are significant differences in language and approach.
- The policy's aspirations are admirable, but there is still a real reluctance to cede power, resources, and trust to local organizations, and a failure to adequately consult local partners in the policy development process.
